CITY OF MORGANTON UTILITY FEES

Water Shut-Off, Reconnection and Deposits in Morganton, NC

Moving in, getting a repair done, or catching up on a bill: what the City charges to turn service off and on.

Public utility rates and government fees, not plumber prices.

Reconnection fees by time of day

The City of Morganton's FY 2026-27 schedule lists reconnection fees that rise after 4:00 pm and again on weekends. The water section of the schedule repeats the same figures and adds holidays to the weekend rate. If you can wait for a weekday reconnection, it costs less.

These fees matter during plumbing repairs. If you cannot close the house valve and ask the City to shut water off at the meter, ask what it will cost to turn it back on and when. Many plumbers can work with the house valve or install a new one so the City does not need to be involved.

Deposits for new accounts

New residential customers may pay a deposit based on credit standing. Homeowners who verify ownership, customers with a year of on-time payments, and customers with a letter of good credit from another utility are exempt. Deposits for customers outside the city limits are double. Electric deposits are separate and higher, because Morganton supplies electricity as well.

Sewer-only accounts

Some properties get water from a well but are on city sewer. Shutting off sewer service is not as simple as closing a valve, which is why the schedule lists a much higher fee for sewer-only disconnects and reconnects. If the property is vacant and you want to stop sewer charges, ask the City what the process involves.

Flat sewer fees apply to accounts without metered water. See the sewer guide for the figures.

Shutting off water for a repair

For most repairs, the house valve is the right shut-off. It is usually where the supply line enters the foundation. If it does not hold, a plumber can replace it, often with a quarter-turn ball valve that is easier to operate in an emergency. Replacing it needs the water off at the meter, which is where the City comes in.

Do not operate the city-side valve or remove the meter yourself. The schedule lists a penalty for illegal reconnection, and tampering costs are billed at actual cost.

Vacant houses and winter

A vacant house in a Morganton winter is at risk of frozen pipes. If you plan to leave a property empty, shut off and drain the water, or keep heat on and the water off at the house valve. Ask the City about the cost of a disconnect if you want service off at the meter.

See the burst pipe guide for winter precautions.

Starting or stopping service when you move

If you are moving into a house inside Morganton, contact City customer service before move-in day to open an account. Have your ID and proof of ownership or lease ready; owners who verify ownership are exempt from the deposit. Ask whether service is already on at the meter or needs a reconnection, and schedule it for a weekday during the working day to pay the lowest reconnection fee.

If you are moving out, ask the City to take a final reading and close the account. If the house will sit empty through a winter, arrange to shut the water off at the meter or close the house valve and drain the lines, and ask whether a disconnect fee applies.

Late payments and disconnection

The schedule lists a late payment charge on past-due balances and a disconnect charge if service is cut for non-payment. Restoring service then adds the reconnection fee, higher after 4:00 pm and on weekends. If you are behind, call customer service before the cut-off date to ask about arrangements; it usually costs less than reconnection.

Landlords and tenants

If you rent the house, the deposit and reconnection fees usually fall on whoever holds the utility account. Landlords who keep water in their own name between tenants avoid repeated disconnects and reconnects and reduce the risk of frozen pipes in an empty unit. Tenants should know where the house valve is and tell the landlord at once about any leak, because the volume charges for a leak land on the account holder.

Before you move in, ask the landlord or agent to show you the main shut-off, the water heater controls and the outdoor cleanout. Thirty seconds of orientation can save hours of water damage later.

Keeping the reconnect fee off your bill

The easiest way to avoid reconnection charges is to never need the City's valve. Make sure the house valve works by turning it off and on once a year. If it is stiff or leaks at the stem, have a plumber replace it during normal hours, when a planned shut-off at the meter costs least. A working house valve means a burst pipe or a water heater swap never needs a call to the City at night or on a weekend, and that alone can save more than the cost of the valve.
