Repair or replace?
A water heater that leaks from the tank needs replacing; the steel tank has corroded through and cannot be patched. A heater that gives no hot water, or not enough, may only need a new element, thermostat, thermocouple or igniter. Age matters too. Tank heaters commonly last around a decade, and units in hard-working households or with poor maintenance can fail sooner.
Look at the label for the manufacture date and capacity before you call. Note whether it is gas or electric, where it vents, and whether it sits in a garage, closet, crawlspace or basement. A plumber can quote much more accurately with that information.
Permits inside the city and in the county
Replacing a water heater is permitted plumbing work. Inside Morganton city limits, the City of Morganton issues the permit; the FY 2026-27 schedule lists a plumbing permit per unit and an inspection fee. A separate electrical permit may be needed if circuits change. In unincorporated Burke County, the county issues the permit under its minimum trade fee. Either way, ask that the permit appear on the quote.

Call (828) 604-6266The City of Morganton water heater rebate
Morganton runs its own electric utility, and its fee schedule lists a rebate for ENERGY STAR rated water heaters in new and existing homes, alongside its heat pump rebates. The rebate is part of the City's electric programs, so it is worth asking City customer service whether your account qualifies, what proof they need and whether the unit has to be electric, before you choose a model.
A heat pump water heater is the most common ENERGY STAR electric option. It needs space and airflow around it, a condensate drain, and usually more room than a standard tank. A plumber can tell you whether your location suits one.
| Rebate | Amount | Source |
|---|---|---|
| Water heater rebate, new and existing homes, ENERGY STAR rated | $150.00 | Morganton FY 2026-27 fee schedule |
What the inspector looks for
On a water heater replacement, inspectors typically check the temperature and pressure relief valve and its discharge pipe, which must run to an approved location and not be reduced or capped; the gas connection and venting on gas units; seismic or support requirements; the drain pan where the unit sits above finished space; and the electrical connection on electric units. North Carolina's plumbing and fuel gas codes are published through the Office of State Fire Marshal.
Expansion tanks come up often. Where the water system is closed, for example by a check valve or pressure reducing valve, thermal expansion has nowhere to go, and an expansion tank protects the heater and fixtures. Ask your plumber whether your system needs one.
Tank, tankless or heat pump
A standard tank is the cheapest to buy and the simplest swap. A tankless gas unit needs a larger gas line and new venting in many houses, which adds cost but saves space and supplies continuous hot water. A heat pump water heater costs more up front but uses much less electricity; in Morganton that may also bring the City's rebate.
Whatever type you choose, the quote should name the model, capacity, venting, gas or electrical changes, permit, haul-away of the old unit and how long the installer's workmanship is covered.
What the quote should list
A good water heater quote names the brand, model and capacity of the new unit, its energy source, and whether it is ENERGY STAR rated if you plan to apply for the City's rebate. It should list the permit and inspection, a new temperature and pressure relief valve and discharge piping if needed, an expansion tank if required, a drain pan where the unit sits above finished space, new supply connectors, gas connector and sediment trap on gas units, venting changes, haul-away of the old heater, and the workmanship coverage period.
If two quotes differ a lot, compare those lines one by one. The difference is often a larger unit, a tankless conversion with new gas piping, or a permit that one quote includes and the other leaves out.
Sizing
For a tank, the first-hour rating tells you how much hot water it delivers in a busy hour, which matters more than the gallon size. For tankless units, the flow rate at your winter groundwater temperature decides how many showers can run at once. A plumber can size either from the number of bathrooms and people in the house.
Maintenance that extends a tank's life
Draining a few gallons from the tank once or twice a year flushes sediment that otherwise insulates the bottom and makes the burner or lower element work harder. Testing the relief valve once a year confirms it opens. Checking the anode rod every few years, and replacing it when it is worn, slows corrosion of the tank. A plumber can show you how on the day the new heater goes in.
If the old heater is leaking now
Turn off the cold water valve on top of the heater. Turn off the breaker for an electric unit or set a gas unit to pilot or off. Connect a hose to the drain valve and drain the tank to a floor drain or outside. If water is coming from the relief valve, the heater may be overheating; turn off the energy source first.
