Stop using water right away
When sewage comes up a floor drain, shower or lower toilet, every gallon you send down the drain makes it worse. Stop running the washer and dishwasher, do not flush, and ask everyone in the house to stop using water. Keep children and pets away from the water. Open windows for air, and avoid touching sewage with bare hands.
If the backup is in a basement with electrical outlets or appliances near the water, switch off those circuits at the panel before stepping into it.
Yours or the city's?
Inside Morganton, the property owner is generally responsible for the building sewer from the house to the city's connection, and the City is responsible for the main in the street. If only your house is affected and the blockage clears with a cable at your cleanout, it was on your side. If neighbors have the same problem, or a plumber's camera shows the blockage at or beyond the main, call the City's water and sewer department.
Ask City customer service for the right number for sewer problems at your address, and note it before you need it.
Know what the city and county charge, then let an independent local plumber price the repair.

Most houses have an outdoor cleanout, a capped pipe sticking up between the house and the street. Opening it carefully can relieve a backup inside the house, because sewage will come out there instead. If it is full to the top, the blockage is downstream, closer to the street. If it is dry, the blockage is between the cleanout and the house.
A plumber can clear the line with a cable or water jetter and run a camera to see the cause: roots, grease, a collapsed section, or a belly where the pipe has sagged. Older Morganton neighborhoods often have clay or cast-iron sewer lines that are prone to roots and cracking.
City sewer charges
Sewer charges do not change because of a backup, but they matter if you are considering a sewer-only shutoff on a vacant property or comparing city sewer with septic. The table lists the City's sewer service charges from the FY 2026-27 schedule. Catch basin clean-outs are a city service for storm drainage, not house laterals.
| Item | Amount | Source |
|---|---|---|
| Catch basin clean-out with sewer vacuum truck | $500.00 | Morganton FY 2026-27 fee schedule |
| Sewer-only disconnect / reconnect | $400.00 | Morganton FY 2026-27 fee schedule |
| Hauled domestic wastewater, per gallon | $0.05 | Morganton FY 2026-27 fee schedule |
When the house is on septic
In much of Burke County the line from the house goes to a septic tank, not a city main. A backup there can mean a full tank, a blocked outlet or a failing drain field. Pumping the tank is the first step; if the problem returns quickly, the drain field may be failing and the repair needs a Burke County Environmental Health permit. See the septic permit guide.
Cleaning up and insurance
Sewage is contaminated. Porous materials such as carpet pad and drywall that have soaked it up usually have to be removed. Photograph everything before cleanup. Standard homeowner's policies often exclude sewer backup unless you bought a specific endorsement; check your policy and ask your agent.
If the line needs replacing, the repair is permitted work: inside the city by the City of Morganton, in the county by Burke County Building Inspections. Digging needs an NC811 locate request first.
Preventing the next backup
Most backups are preventable. Grease poured down the kitchen sink cools and coats the pipe until it closes. Wipes, even those labeled flushable, catch on joints and roots. Tree roots find their way into old clay and cast-iron lines through small cracks and grow into a mat. A yearly or twice-yearly maintenance cleaning keeps a root-prone line open, and a camera inspection shows whether a liner or replacement would end the cycle.
A backwater valve on the building sewer lets wastewater flow out but closes if the city main surcharges, protecting the lowest fixtures. It is worth discussing with a plumber if your basement or lower floor sits below the street, or if your neighborhood has had main-line backups during heavy rain.
Rain and sewer backups
If backups happen during heavy rain, stormwater may be entering the sewer through cracked pipes, open cleanouts or downspouts tied into the sewer. Tell the City if you see a pattern, and have a plumber check that your own cleanouts are capped and no gutters or yard drains connect to the sewer line.
What to tell the plumber
Say which fixtures are backing up and in what order, whether the outdoor cleanout is full or dry, whether the house is on city sewer or septic, and whether this has happened before. Mention any recent work on the line or nearby digging, and any large trees between the house and the street. That information tells the plumber which machine to bring, whether to start at the cleanout or a roof vent, and whether a camera inspection is likely to be needed. If a neighbor reports the same problem, tell the plumber and the City at once; it points to the main rather than your line.

Call (828) 604-6266Quick answers for Morganton homeowners
Who is responsible for a sewer backup in Morganton?
Generally the owner maintains the line from the house to the city connection and the City maintains the main. A camera inspection shows where the blockage is.
Should I open the cleanout?
Carefully, yes. If it is full, the blockage is downstream; if dry, it is between the cleanout and the house.
Does insurance cover sewer backups?
Often only with a specific endorsement. Check your policy.
What if I am on septic?
Have the tank pumped and inspected; a failing drain field needs a Burke County repair permit.
